Japanese Industrial Standard

The goal of Japanese Industrial Standard (JIS) X 8341-3 is to ensure and advance information accessibility when the elderly and disabled utilize information communication equipment, software, and services. To achieve this objective, it spells out a set of guidelines for issues that need to be taken into account in the planning, designing, development, production, maintenance, and operation of web content.

In May 1999, the Ministry of Postal and Telecommunication (MPT) issued a pronouncement about web accessibility guidelines. The objectives of this statement were to plan to ensure human assistance and web accessibility for the elderly and persons with disabilities using information technology, to achieve accessibility of the Internet and spread the development of assistive technology. Since then, the Ministry of Public Management, Home Affairs, Posts and Telecommunication (MPHPT) and the Ministry of Economy, Trade and Industry (METI) cooperated in providing Japanese Industrial Standards for the elderly and disabled.

Japan developed JIS X 8341-3 under the following framework – the ISO/IEC Guide 71 and web accessibility guidelines. The International Organization of Standardization Guideline 71 gives direction to writers of International Standards on how to take into account the needs of the elderly and disabled. However, Japan was unable to adopt the W3C Standards, the international web accessibility standards. Nonetheless, Japan developed JIS X 8341-3 with reference to the WCAG 1.0 and other guidelines, namely the WGAG 2.0 working draft because it understands the importance of the synchronization of the web accessibility standards. Of note, JIS X 8341-3 does not have specific checkpoints, but there is a belief that a proactive stance is needed in order to enhance web accessibility. Recommendations have been made to develop checkpoints, test tools and other activities, specifically consideration of testability and other guidelines for user agents.
