State of California Code Section 11135

The State of California Code Section 11135 prevents discrimination on the basis of “race, national origin, ethnic group identification, religion, age, sex, sexual orientation, color, or disability” under any program that is “conducted, operated, or administered by the state or by any state agency, is funded directly by the state, or receives any financial assistance from the state.” In essence, the statute bans discrimination in State programs of programs funded by the State.

The State of California Code Section 11135 subdivision (d) also requires that State organizations that develop, procure, use, or maintain ICT must ensure that IT conforms to or exceeds the Federal Section 508 requirements. This places a direct requirement of State of California organizations to conform to the Federal Section 508 requirements.
